I. whereas the national parliaments’, despite discernible problems, the national parliaments are increasingly exercising their competences and rights in connection with the subsidiarity principle are viewed by most of those parliaments more, but are also viewing and using them as a means of engaging in ‘political dialogue’ with the European institutions than as a formal legal means of blocking legislation;
