Recalls the importance of conventional energy (oil and gas), renewables and of energy efficiency and notes that both the EU's eastern and southern neighbourhoods have major potential in these areas; recognises that increased use of renewables is often impeded by a lack of incentives and by technical limitations preventing grids from receiving and distributing renewables-generated power, and encourages the Commission to support the development of local expertise and the transfer of know-how;
