Believes that better regulation should help to examine policy through a digital lens and facilitate thein the digital sector should encompass the stringent adaptation of existing legislation and enforcement frameworks in the light of new technologies and new business models, and should only take place following balanced consultation with all stakeholders in order to prevent fragmentation of the single market and reduce regulatory burden on businesses;

SWelcomes the significant and continued investment from over-the-top services in Europe's physical internet infrastructure, particularly in hosting and delivery services; stresses that since the development of over-the-top services has increased demand and competition to the benefit of consumers, modernisation of the telecommunication framework should not lead to more regulatory burdens, but should drive innovation and fair competition;

Further highlights the important role the acquis communautaire plays in regulating the conduct of all online services; Appreciates the Commission’s initiative to analyse the role of platforms in the Digital Economy as part of the upcoming Internal Market Strategy; calls however on the Commission to ensure universal transposition and enforcement of existing laws before drafting new proposals;
