E. whereas since the introduction of the new approach in 2011, political developments in the neighbourhood have demonstrated that the EU needs to further rethink relations with its neighbours, taking into account the different external and internal realities; whereas the EU needs to addresscan best anticipate these by formulating appropriate answers to new challenges in its neighbourhood and adjust its strategy by examining its interests and priorities and assessing its policy tools, incentives and available resources and their attractiveness to its partners;
