Calls on the Commission, as a key element in building the Digital Single Market, to present a proposal aimed at allowing Member States to apply reduced VAT rates to books - and possibly also other media products - provided in a digital format; notes that the current situation, where reduced rates can only be applied to books if they are provided on physical means of support, is not in line with the principle of subjecting similar goods and services to the same VAT rates;
