Stresses that consumers must be able to choose the best rates and be aware of fees and additional costs when making transactions, payments abroad, ATM withdrawals, including when using dynamic currency conversion; asks the Commission to issue guidance that requires providers to disclose any exchange rate mark-up as a charge as part of the costs and charges disclosure under PSD2, and that rates offered by various financial services providers be presented in a transparent manner, including a neutral reference rate provided by a non-business actor;
