26a. Notes that Member States must introduce anti-fraud monitoring procedures and that statistics regarding criminal cases and their outcome are incomplete, making it hard to evaluate fraud investigation and prosecution procedures in the Member States and the effectiveness of future basic policies;

Points out that, for many years, Member States have been failing to pass on data promptly or have been providing inaccurate data, making it impossible to compare the data and objectively assess the extent of fraud in the EU Member States; notes that the European Parliament, the Commission and OLAF are unable properly to fulfil their task of assessing the situation and formulating recommendations; reiterates that this state of affairs is therefore inadmissible;
