Criticises the fact that when resources are allocated from EU funds the focus is on the expenditure itself and on compliance with administrative rules, and not on the achievement of tangible results, with the result that the impact of EU funding cannot be properly assessed and the measures which would be most effective in fostering the economic development of the regions of the EU cannot be identified;
