Welcomes the Commission’s efforts at developing standards for inter- operable electronic tolling systems in the EU and the forthcoming revision of the Eurovignette Directive, which should include distance-based charging and differentiation on the basis of carbon dioxide emissions; calls for the extension of distance-based charging to cover all passenger cars and vans, and for the principle to be extended to urban areavans;

Encourages cities to include GHG targets into their Sustainable Urban Mobility Plans (SUMPs) and calls for the Commission to link EU co-financing of urban projects to achieving such targets; notes that new mobility concepts for cities must be developed that promote more sustainable behaviour and plan mobility through the development of coordinated urban mobility plans with integrated urban mobility plans;
