Demands precise definition ofRequests to specify and clarify the roles, duties, remits, limits, relations and responsibilities of the key actors and the structures of management of the medical threats at the level of the EU which are the European Commission, the ECDC, the EMA and the Member States and also of more informal entities such as the Health Security Committee, the HEOF and the ‘public health’ group, composed of senior officials able to intervene in the decision- making process regarding the management of a health crisis;
