Highlights the uneven implementation of the Bologna process between countries and institutions, both between individual EU Member States and between EU Member States and non EU Member States that are Bologna signatories; emphasises that any scoreboard regarding the implementation of the Bologna process should examine the issue in depth; such analysis should include qualitative as well as quantitative assessment in order to guide future developments and allow decisions to be made in an evidence based approach;
