Observes that labour mobility among EU countries remains low, and calls on the Commission to consider the establishment of a pan-European servicemeans to direct skilled labour force to vacant posts across Europe, supporting a labour market of European added value. In this context, calls for the full implementation of the 2012 Single Market projects proposed by the Commission;
