Insists that national capacity markets should be open to cross-border participation and should only create the capacity strictly necessary for security of supply; stresses in this respect that unprofitable power plants should not be required to remain connected; recommends developing appropriate markets for ancillary services that are not currently remunerated would lead to more efficient solutions reducing costs for consumers and producers;
