Takes the view that when deciding where to locate offshore renewable energy production units, consideration shall be paid to preferential fishing grounds and the dynamics of the distribution and spatial movement of fish species, so as to ensure that such infrastructure does not hinder fishing vessels' access to existing fishing grounds;
