Recital 19
(19) In order to achieve its objectives, the ECSEL Joint Undertaking should provide financial support mainly in the form of grants to participants following open and competitive calls for proposals, while bearing in mind a reduced administrative burden to facilitate access to financial support. Such financial support must be targeted at proven market failures that prevent the development of the programme concerned and must have an incentive effect in that it changes the behaviour of the recipient.
