(17) Interoperability is also a fundamental element of the Connecting Europe Facility (CEF) established by Regulation (EU) No 1316/2013 of the European Parliament and the Council55 in the area of broadband infrastructure and services. The Regulation 2014/283/EU56 on guidelines for trans- European networks in the area of telecommunications infrastructure explicitly mentions that anone of the operational priorityies for the CEF to achieve its objectives is the interoperability, connectivity, sustainable deployment, operation and upgrading of trans-European digital service infrastructures as well as their coordination at Union level. 4. The evaluations shall examine issues such as the relevance, effectiveness, efficiency, utility, sustainability and coherence of Programme actions. Furthermore they shall examine coherence, synergies and complementarity with other Union programmes, in particular the Connecting Europe Facility (CEF). The final evaluation shall, in addition, examine the extent to which the Programme has achieved its objective.
