11. Recognizes the necessity to commence the new tasks assigned to the European Chemicals Agency (ECHA) such as processing authorisation applications, and preparing scientific opinions, for the Commission as a basis for EU decisions on granting or not granting authorisation and to undertake newthe tasks deriving from the coordination and decision-making of chemical substance evaluations undertaken by Member States authorities; acknowledges ECHA's request of 10 new posts in this regard which are budgetary neutral;

11a. Calls on the ECHA to increase compliance checks on registration dossiers from the minimum of 5% to 10% in the light of the very high rate of deficient dossiers amongst those checked so far, since the high failure rate, if continued, would seriously undermine REACH as a whole; considers that this can be done without any additional funds by redeploying existing staff accordingly, all the more so since ECHA received far fewer testing proposals than previously estimated;

12. Stresses further, that any revision ofe need to revise the financial statements of the Biocides legislation and export and import of dangerous chemicals must bin light of the significantly enhanced role for the ECHA envisaged by the co-legislators when the final legislative agreement was sealed, and to make adequate funds available based upon the final legislative agreement and if necessary additional funds must be made available to the Agency; requests, in this regard, the Commission to present fully the corresponding savings (budget and staff) in the respective Commission DG soon as the biocides legislation has entered into force to enable the ECHA to prepare the IT-system in time to deal with the new tasks once they become applicable; calls for the financial statement of the legislation on export and import of dangerous chemicals to be revised, if necessary, based on the final legislative agreement; requests, in this regard, the Commission to present fully the corresponding savings (budget and staff) in the Joint Research Centre of the Commission and requests Member States to present the corresponding savings (budget and staff) in the competent authorities of the Member States when the above mentioned tasks are to be implemented within ECHA;
