Points to the succeschallenges of the Connecting Europe Facility (CEF) under the current MFF; welcomes the fact that it is to be extended under the new MFF; deplores, however, the 12% cut in constant prices to the allocation for CEF Transport and the 13% cut in the Cohesion Fund contribution; takes the view that the budget for the CEF cannot be allocated to other programmes that are unrelated to its specific objectives; calls for the CEF Transport allocation of EUR 12.3 billion and the EUR 11.5 billion Cohesion Fund contribution to be reinstated;

Recalls that, as a signatory to the Paris Agreement, the EU is obliged to pursue efforts to limit global warming to 1.5C, which is contingent on carbon neutrality globally by the second half of the century, and calls for a thorough climate mainstreaming of future EU spending; Demands that the structure and execution of the MFF 2021-2027 is carried out in such a way so as to help achieve this goal through, inter alia, a binding climate-related spending target of 50% by 2027, a total exclusion of climate harmful spending and the planning of climate spending during the development of MFF programmes and not simply as an accountancy exercise ex-post as part of the annual budgetary procedure;

Points up the effectiveness of the centralised governance structure laid down by the CEF Regulation; nNotes that transferring part of Cohesion Fund funding to the CEF has been a great success and that the degree of satisfaction of the Member States concerned opens up the prospect of that mechanism being extended under the next MFF; accordingly proposes an allocation of EUR 20 billion from the European Regional Development Fund to the CEF, with the same management rules to be laid down as for the transfer of management responsibility for Cohesion Fund funding for the CEF; considers that, in view of the big difference between available funding and what is needed, that movre would ensure that TEN-T projects in Europe made significant headwayattention needs to be paid to cheaper solutions with a big EU-value added like the reestablishment of missing cross-border regional rail links that were dismantled or abandoned;
