Acknowledges that fossil fuels continue tourrently meet most of the EU'’s energy needs; notes however that future EU oil demand is affected by several factors such as EU energy and climate policies, supply costs, price volatility and industrial developments for example regarding energy efficiency and electric mobility, which combine to create long-standing uncertainties about future demand and upstream/downstream investment to expandwith regards to production capacity and maintain current standards;

Recognises that the GCC'’s efforts to increase potential in natural gas reserves and LNG accord with the EU'’s desire to diversify energy sources and routes; stresses therefore the importance of increasing LNG exports to the EU and establishing pipeline links with the GCC, either directly or by connecting up with current and planned pipelines such as AGP and Nabucco;

6. Recognises that the potential synergies in renewable energy sources (solar and wind) and new clean coal technologies offer considerable prospects for technological, industrial and policy cooperation between the EU and the GCC;

Emphasises that the EU has opportunities to invest in GCC energy production capacity, using the latest technologies in terms of generation, transmission and interconnection; encourages in this respect the future cooperation with a particular focus on the integration of electricity networks and smart grid technologies;

Calls for common efforts for addressing speculation and price volatility of raw materials through enhanced transparency and supervision of OTC derivatives trading; welcomes, in this context, OPEC's recent call for tighter controls on OTC trading as well as France's efforts to address commodity speculation within the G-20;
