1. Notes that the primary objective of the EU must be to guarantee the security of its citizens and of its territory while safeguarding its values and societal model such as democracy, rule-of-law, the respect for human rights and pursuing its fundamental interests in this respect. The EU must therefore ensure both its internal and its external resilience, its capacity to anticipate, pre-empt and resolve predictable threats and to be prepared to take swift action on unpredictable threats, and its capacity to recover from various types of attack, as well as safeguarding security of supply of energy and raw materials;

Urges the EU Member States in consequence to enhance coherent and structured cooperation on defence research and development, procurement, the industrial base and cyber defence through pooling and sharing, in order to use national defence budgets more efficiently. The European Defence Agency’s role needs to be strengthened and its resources increased to enable it to act more effectively. Member States should take more responsi; believes that the role of the European Defence Agency’s should be critically assessed as its impact on capability development and increasing efficiency of defence related projects has been very weak until now; calls on the EU Member States to ensure that appropriate capabilityies for bufulfildling European capabilities and increase their military research expenditure through the EDA. Furthermore, a true European intelligence and forecasting capacity needs to be developed; the tasks described in Article 43 TEU are made available including also for relevant UN peacekeeping missions; notes the poor level of information sharing among relevant nation agencies of EU Member States and calls for a debate on how to strengthen cooperation without jeopardizing data protection and privacy rights of EU citizens;

Supports the principle that EU Member States should commit to using 2 % of their GDP for defence expenditure by 2024 in order to attain a higher degree of defence capabilityRecalls that severe capability shortcomings have already existed before the financial and economic crisis which has resulted in defence budget cuts in some EU Member States; also reminds that these many capability shortcomings are the result of a highly fragmented defence market, inefficient industrial overcapacities, mismanagement, corruption and a lack of coordination and cooperation between Member States agencies and defence administrations; believes that regarding the methodology, a purely quantitative criteria like the 2% GDP spending on defence will not lead to more high quality capabilities; stresses, however, that the development of very precise qualitative criteria and the use of pooling and sharing arrangements might lead to effective capabilities in the near future;
