3. Welcomes the work carried out in the course of the World Trade Organisation's Doha Round of trade negotiations on the reduction or elimination of tariff and non- tariff barriers to trade in environmental goods and services, and encourages the Parties to continue to work towards a clear definition of environmental goods also independently of the future of the Doha Round, bearing in mind that among WTO members conflicts persist with regard to the definition of the list of items to be regarded as environmental goods and services; calls for a differentiated approach by which clean energy supply goods and services are tackled first, as suggested by the International Centre for Trade and Sustainable Development (ICTSD) in its proposal for a "Sustainable Energy Trade Agreement" (SETA) of last November 2011;

Welcomes the focus on Green Public Procurement (GPP) in the Resource Efficiency Roadmap of the EU, which is putting additional requirements on products and projects with significant environmental impact; calls on the Commission to work towards stronger disciplines of resource efficient procurement also in the frame of the plurilateral Government Procurement Agreement (GPA) of the WTO;

4 b. Welcomes the EU's Fuel Quality Directive (FQD) as an important step in a lifecycle approach to resource consumption and insists that in the implementation of the FQD suppliers apply a separate default value for tar sands;

Is concerned about the distorting effect that fossil energy subsidies have on world trade, their impact on the climate, and their cost to the public purse; welcomes the G20's commitment to phase out these subsidies; calls on the EU to assume international leadership on this matter and calls on the Commission to come up swiftly with proposals for a timetable to phase out these subsidies in the EU; reiterates also Parliament's request to the Commission and Member States to inform the European Parliament about loans granted by export credit agencies and the European Investment Bank to projects that have a negative impact on the climate;

5. Reasserts that all current bilateral European agreements need to include an ambitious chapter on sustainability, as in the case of the recent Free Trade Agreement between the European Union and the Republic of Korea; that agreement contains a chapter on trade and sustainable development which extends the definition of sustainability beyond the scope of previous agreements and provides for the setting up of a special committee to monitor the implementation of commitments in the environmental field; calls on the Commission to make sure that Sustainability Chapters are subject to the normal Dispute Settlement provisions of any new FTA;

Considers that including tariff preferences for environmental products and services in the Generalised System of Preferences could generate added value in the area of the European Union's trade with developing countries and act as a further incentive to achieve the objectives of the Europe 2020 strategy. and the EU's long term goals of the Climate and Energy Package, including its Roadmap 2050; calls on the Commission, however, to make sure that GSP is not abused as a resource diplomacy tool;
