Acknowledges the fact that the EU’s automotive industry and market are in decline; considers it regrettable, however, that the Commission fails to mention fundamental causes of this decline such as the widely varying circumstances in the industry (firms, market segments and types, products, sectors) and the large number of structural changes (of a demographic, sociological, behavioural, economic and technical nature) that are taking place on the demand side; believes, therefore, that, alongside Europe-wide cross-cutting action, measures specifically tailored to individual circumstances need to be taken at both national and European level; believes that such measures should be based not on demand-side boosting of consumption but on supply-side improvements in quality through innovation, notably by placing on the market sensible, safe vehicles as part of a more sustainable system of mobility that reflects the new mobility imperatives in Europe;
