3. Considers that the design of the European Union Emergency Trust Fund (‘EUTF’) should have a clearer shape; notes with concern that while the Union contribution to the EUTF is made up mostly of Official Development Assistance (ODA) resources, a significant part of EUTF activities is related to migration management and border control; stresses that EUTF projects must integrate human rights at the core of programming and contribute to poverty eradication and the promotion of human rights in the countries concerned; is confident that DG DEVCO will follow the recommendations made in the Court of Auditors' Special Report 32/2018;

4. RCalls the Commission to ensure the visibility of the Union in the projects financed by EDF funding and managed by the international organisations and development agencies; reiterates the international organisations’ obligation to forward to the Court of Auditors, at the latter’s request, any document or information necessary to carry out its task as provided for in the TFEU; remindscalls once again on the Commission to monitor the compliance of international organisations’ compliance with that obligation in order to avoid further failures, as occurred during a recent audit of a water supply and sanitation project in Mozambique.;
