Takes the view that a centralised procurement administration to which contractors and contracting authorities are obliged to systematically report highly detailed project data and progress (in a standardised format) should be created, in order to facilitate data collection and treatment on an EU level, however, an intermediate level on the national level (i.e. decentralised collection point) could be introduced in order to facilitate the data collection exercise, given the language differences and the local characteristics (such as regional responsibilities);
