RegretsEmphasises that the push for more powers to block websites, which has always only been a means of last resort and is an ineffective method of changing media consumption behaviour, and also legitimises censorship by oppressive regimesof only limited effect; therefore calls on the Commission to draw up concepts for the improved coordination of initiatives and organisations that aim to have illegal content taken down from the Internet;

RegretNotes the Commission’s proposals for cooperative measures with payment services to combat unauthorised or illegal content; acknowledges that analysing the use of payment services can help identify individuals providing such illegal content; reiterates that the universal and fundamental right to a fair trial before an independent and impartial tribunal established by law must be unequivocally ensured for infringers of IPR;
