Deplores the fact that the interinstitutional agreement did not set out more clear-cut arrangements on access to classified information concerning the common foreign and security policy than the ad hoc decisions; stresses, therefore, that it is of the utmost importance that Parliament and the Council begin negotiations with a view to amending the Interinstitutional Agreement of 20 November 2002 to reflect both the reforms carried out since it was concluded and the current situation;
