Stresses that humanitarian assistance and disaster reduction should be incorporated as a major element in a post-2015 international development framework in order to strengthen international assistance, coordination and resources for emergency response, recovery and reconstruction in supporting government-led efforts in post-disaster situations; Mainly by ensuring early warnings systems , assistance for the evacuees and reinforcing their capacity for initiating recovery as early as possible and facilitate a smooth transition from disaster response to recovery situation based on sound assessments;
