6. All appoinRecruitments in the EEAS shall be based on merit and on the broadest possible geographical basis. The staff of the EEAS shall comprise a meaningful presence of nationals from all the Member States. whilst ensuring adequate geographical and gender balance. The staff of the EEAS shall comprise an adequate presence of nationals from all the Member States. Concrete measures analogous to the Council Regulation (EC, Euratom) n° 401/2004 of 23 February 2004 introducing, on the occasion of the accession of Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia and Slovenia, special temporary measures for recruitment of officials of the European Communities1 should be taken to ensure adequate geographical representativity in all grades within the EEAS, both in Headquarters and in Delegations.
