Underlines that the rules-based multilateral trading system has been a key driver of global trade liberalisation, which has powered economic growth, job creation and, the promotion of sustainable economic development, and improved standards of living; notes furthermore its role in fostering a predictable trade environment through the development of more transparent trade rules and regulations; believes, however, that there is a need to rebuild trust in multilateral institutions in the face of global challenges and shifting world power dynamics;

2. Regrets the growing tendencies towards protectionism and trade weaponisation that have developed in parts of the global economy; recalls that nationalist economic policies are the antithesis of our globalized trading system, involve violations of established international trade law rules and spur retaliation by trading partners, welcomes the strengthening of the EU’s trade enforcement efforts and the development of a toolbox of autonomous trade instruments to respond to these emerging challenges; stresses the need, however, to remain fully engaged in efforts to reinvigorate the World Trade Organization (WTO) as the cornerstone of a liberalised global economy and to deal with the challenges posed by non-market economies;

Underscores that the European Union has a fundamental strategic interest in ensuring the effectiveness of the multilateral trading system, not only to sustain and protect our economy, but also our credibility, as promoting rules-based international cooperation is the very essence of the European project; in that context, supports the vision laid out by the European Commission in its 18 February 2021 Communication on the Trade Policy Review for an Open, Sustainable and Assertive Trade Policy and its Annex and urges the EU to lead efforts to reform the WTO;

3. Notes the need to work closely with like-minded partners, and to engage with all members of the WTO that are committed to a positive agenda for reform, in that context, encourages the European Commission to pursue its diplomatic efforts at the bilateral, regional, and multilateral level; recognises that historically it has been EU- US cooperation that has been the main driving force for progress within multilateral trade negotiations, and therefore; recalls Ambassador Katherine Tai’s 14 October 2021 keynote address that underscored the essential role of the WTO in maintaining a functioning global economy and affirmed the US’s continued commitment to the WTO, in that context welcomes the positive statements on WTO reform made by the current US administration, which should provide a basis for renewed engagement on actionable outcomes; supports a forward- looking transatlantic agenda based on common interests and shared values, aiming to achieve meaningful WTO reform, including of dispute settlement;

Notes that our ability to build global alliances is fundamental and makes our agency more effective and stronger at the international level; however, warns that our credibility towards our trade partners is diminished when agreements are not swiftly ratified and urges Member States to do so; recalls that trade is a competence where Member States willingly pooled their sovereignty recognizing that their collective power is far greater than the sum of parts; strongly encourages the European Commission to conclude EU-only trade agreements; hopes that the Conference on the Future of Europe will bring necessary recommendations on how to improve the speed of our ratification process;
