Asks to Commission also to continue its reflection on how to reshuffle the complex system of rules and requirements imposed by the Commission and/or Member States, in order to focus more on achieving objectives and less on legality and regularity, without departing from the key principle of sound financial management; stresses that such a reflection should also contribute to better drafting of the next programming period's basic regulation and to better considering the needs of small and medium sized enterprises; recalls in this context the November 2009 Joint Declaration on simplification and a more targeted use of structural and cohesion funds in the context of the economic crisis;

40. notes that despite the timetable for development and entry into operation of the Schengen Information System II (SIS II) being uncertain, proposed CA decrease only slightly from 35 million to 30 million while payment appropriations increase from 19,5 million to 21 million; notes nevertheless satisfactorily the evolution compared to financial programming for SIS II and VIS (as planned in January 2010) when 112 million were programmed, whereas DB foresees only 51,2 millionrecalls that the Commission had calculated with 27,91 million until the entry into operation of SIS II in the fourth quarter of 2011; points out that the development of the SIS II is already behind the foreseen schedule and will most likely not be finalised by the end of 2011; deems necessary, as the perspective of a migration to SIS II grows unlikely and a replacement option is currently prepared, to hold in reserve a part of these funds instead pending further analysis;

40a. emphasises that the financing of the planned Agency for the operation management of large-scale IT systems in the area of freedom, security and justice must not lead to the development of additional IT systems as long as SIS II or an alternative solution and VIS are not yet operable; asks for a clear specification of costs of this Agency and its projects;
