6. Is concerned by the growing tendency to make all EU policies conditional on management of migration flStresses that, in view of growing conflicts and wars and in view of almost 70 million refugees, the concerted aim of the foreign policy pursued by the Member States and the European Union should be to scale up humanitarian assistance measures with significant extra personnel, material and financial resources; it is particularly important, in view of refugee camps that have been in existence for many years, to invest more in building towns and denounces the use of developvillages and in infrastructure such as sanitary facilities, waste disposal systems, energy supply, educational establishments and humanitarian aid funds in this areaealthcare facilities, in cooperation with the countries concerned;

Welcomes the Commission proposal of 5 July 2016 to broaden the scope of the Instrument contributing to Stability and Peace to include military support in particular circumstances and to boost police cooperation in order to provide assistance to the states concerned in stabilising their countries; stresses that providing citizens with protection against terrorist or criminal attacks is a crucial factor in stabilising a well-ordered state administration; calls for it to be recognised that developing the rule of law and corruption-free security bodies and protecting democratic organisations and civil society actors is important for the development of stability and prospects for the future;

9. Expresses its concern about the treatment of migrants who are sent back to their country of origin or to a third countrySupports those responsible in the field of foreign and development policy in ensuring that people who are returned are treated properly and their integrity is preserved; calls on the Commission and Member States to draw up flanking programmes to ensure that practical assistance programmes are carried out in the home states that comprise both vocational training measures and programmes aimed at building economic structures, including start-ups and small businesses, along with professional and academic exchange programmes with EU Member States;
