1. The costs incurred in connection with the establishment and operation of the Central System, the Communication Infrastructure, the Interface Software and the ECRIS reference implementation shall be borne by the general budget of the Union. Annual appropriations shall be authorised by the European Parliament and the Council within the framework of the budget negotiations.

By [six months after the entry into force of this Regulation] and every six months thereafter during the development phase, eu-LISA shall submit a report to the European Parliament and the Council on the state of play of the development of the ECRIS-TCN system. 3a. In the event of delays in the development process, the European Parliament and the Council shall be informed as soon as possible of the reasons for the delays and on their impact in terms of time and finances.

3b. As soon as the development is completed, a report shall be sent to the European Parliament and the Council describing the development of the project and any discrepancies at each of the phases and milestones of the project, and a conclusive assessment of the costs incurred and the technical specifications of the system.

3c. In the event of an upgrade of the system, a report shall be submitted to the European Parliament and the Council, and the costs of the upgrade shall be published accordingly.
