Stresses that due to high competition for specialists on the job market with the private space industry and national space agencies, who also have the possibility to offer high salary packages, the Agency often has difficulties filling its vacancies with experts; notes with concern that due to a shortage of posts or national experts, many core tasks and critical functions are outsourced to private contractors, which has significantly increased the dependency of the Agency on external staff;
