Notes that the lack of open and non- discriminatory access to transmission infrastructure continues to hinder new entrants from competing on the market on fair terms against incumbent companies; stresses, in this regard, that the 3rd energy package rules should be fully applied to both European and foreign companies; believes that any exemptions from these rules granted by the Commission should be limited in their scope and length of application and subject to review by the Parliament and Council;
