Highlights the importance of supporting young people, especially those not in education, employment or training (NEETs), by promoting traineeships and apprenticeships, dual learning and, work- based learning and helping them to find tuition in a format which would appeal to them and which is attainable; considers these as valuable steps in the transition from education to professional life;
