Calls on the EU to transform its fisheries partnership agreements so that they are fully coherent with EU development policy and take full account of social and economic development requirements in local communities; considers that the best way to do this is to create a distinction between the costs of access for the EU fleet (which should be covered by ship-owners and represent a fair part of the value of the catches) and the sectoral support provided by the EU to the third country through partnership agreements (for research, control, etc); such support must be long- term in nature and coherent with EU development policy objectives, in particular poverty alleviation;
