Believes that in order to give more tailor-made responses to regional and subregional needs and thus increase the effectiveness of EU funds, more flexibility is necessary when determining minimum shares for ESF allocations for the three categories of regions; believes that rigid minimum thresholds that do not reflect the specificities of the regions may lead to ineffective spending of resources which should be avoided;

Believes that, in order to adequately tackle social and economic disparities it is important that programming takes account of complementarities between "hard" (ERDF-type, e.g. infrastructure) and "soft" (mostly ESF-type e.g. training) type of measures; believes that appropriate measures for thematic concentration requirements should take account of such needs and allow for adequate complementary resources to be used especially in the fields of education and health infrastructure;
