Calls for the European Semester to be strengthened and deepenedmade more effective as an effective way of preventing a crisis: with this in mind, welcomes the Commission's proposal to focus its action not only on budget responsibility but also on investment and structural reform in order to link the market economy with social progress;

5. Emphasises that the social indicators scoreboard in the Alert Mechanism Report is important in order to identify, in advance, the social impact of measures designed to correct macroeconomic imbalances; calls on the Commission to assess its scope and effectiveness and to examine the extent to which the existing indicators and the surveys undertaken by Eurostat are effective and take into account the relevant Member State’s special features, social characteristics and results achieved in terms of their own base values (at the same time as investigating the rate of recovery, the basis for recovery and growth and their sustainability);
