Recital 1
(1) Member States and the Union should work towards developing a coordinated strategy for employment and particularly for promoting a skilled, trained and adaptable workforce and labour markets responsive to economic change and with a view to achieving the full employment and social progress objectives set out in Article 3 of the Treaty on European Union. Particular efforts should be made to increase the employment of workers with very low levels of schooling or skills, or those who in the short term have no suitable learning abilities at all, and to reduce ever increasing large-scale and long-term unemployment, with special attention to regions which are lagging behind. Member States, having regard to national practices related to the responsibilities of management and labour, are to regard promoting employment as a matter of common concern and coordinate their action in this respect within the Council.
