Notes that corruption is a complex phenomenon that is rooted in a wide variety of economic, political, administrative, social and cultural factors, and power relations, and recalls, therefore, that development policy, in order to contribute to the fight against corruption, while focusing on the reduction of poverty and inequalities, must also promote human rights, democracy, the rule of law and public social services, in order to boost good governance and build social capital, social inclusion and social cohesion, taking into account cultural and regional particularities;
