Recommends that Member States and the relevant authorities simplify the process of applying for housing and make the allocation of homes more transparent and impartial, with a view to eliminating discrimination and preventing any tendency on the part of particularly vulnerable groups to avoid applying for housing – a phenomenon which has the effect of aggravating residential segregation; considers regulating brokerages according to the idea that the party originally requesting a service (the owner of the property) should pay the service provider;
