Stresses that space capabilities should be used exclusively for peaceful purposes; recalls the obligation according to Article 41(2) of the Lisbon Treaty that "expenditure arising from operations having military or defence implications" shall not be charged to the Union budget; therefore underscores that no EU budget funds shall be used to finance space capabilities including Galileo and Copernicus as long as they are having military implications;
