Acknowledges that the reinforced Open Method of Coordination (OMC) with due regard for the principle of subsidiarity is the appropriate tool for cooperation on youth policy issues, despite its weaknesses, such as legitimacy deficits, but, in order to obtain long-term results, it has to be continuously reinforced;
