Where the organiser is a natural person, that person shall be a citizen of the Union andNatural persons who are members of the organising committee must be of the age required to participate in the citizens’ initiative; at least one third of them plus one must be of the age to be entitled to vote in the European elections.

Where the organiser is a legal person or an organisation it shall be established in a Member Stating committee is composed of legal persons, the latter shall be established in a Member State. Only not-for-profit bodies may be members of the organising committee. Organisations which do not have legal personality under the applicable national law shall have representatives that have the capacity to undertake legal obligations on their behalf and assume liability.

5. Within the 12 months following the entry into force of this Regulation, the Commission shall adoptundertake in conjunction with the European Data Protection Supervisor an evaluation enabling it to adopt, where necessary, technical specifications for the implementation of paragraph 4, in accordance with the regulatory procedure laid down in Article 19(2). The evaluation shall be forwarded to Parliament, together with the proposals.

The organiser shall also submit to the competent authorities a fully detailed declaration of any financial support it may have received or enjoyed from any interest group or representatives of interest groups, throughout the entire duration of the collection of statements of support, so as to ensure full transparency throughout the entire life cycle of the citizen's initiative.
