6. The funds for the learning mobility of individuals referred to in Article 6(1.a) that are to be managed by a National Agency shall be allocated on the basis of population and cost of living in the Member State, distance between capitals of Member States and performance. The parameter of performance accounts for 25% of the total funds according to the criteria as referred to in paragraphs 7 and 8. The funds for strategic partnerships referred to in Article 8(1)(a) and Article 10d (1)(a) that are to be selected and managed by a National Agency shall be allocated on the basis of criteria to be defined by the Commission in accordance with the examination procedure referred to in Article 30(2). These formulae should, as far as possible, be neutral with respect to the different education and training systems of the Member States, should avoid substantial reductions in the annual budget allocated to Member States from one year to another and should minimise excessive imbalances in the level of grants allocated.
