3. Calls on the European Council to keep up the progress made at EU level and set ambitious but realistic objectives for the 2030 EU policies that take account of the economic, social, environmental, international and technological contexts, and to establish a clear, stable, long-term and cost-effective frameworktwo binding targets, one for GHG emission reduction and another as a combination of two targets for energy efficiency and renewable energy, where each target take into account the contribution of the other. These combined targets will provide flexibility to the Member-States in the implementation of the energy policy. Such targets will provide a clear, stable, and cost-effective framework that provides a long-term certainty for industries and investors;

Notes that long term targets provide political stability and reinforce investor confidence thereby minimising risk premiums for investors, a critical factor for the development of renewables, which are capital intensive technologies. Notes that the absence targets would lead to a significant rise in the cost of renewables; investments made possible by a long term target, on the other hand, would drive down technology costs and decrease the necessity for specific support;

Notes that Research and Innovation programmes play an important role in the Energy and Climate policy not only in terms of development and demonstration of new technologies but also increasing efficiencies of existing technologies that could lower the costs of reducing carbon emissions. Moreover, these programmes will also promote actions to reduce energy consumption that will reduce the energy bill of customers and increase the competitiveness of the European industry.

Acknowledges that despite the on- going process of implementation of projects of common interest for energy infrastructures, cross-border interconnection capacity below the Barcelona European Council 2002 target is an obstacle to the integration of renewables, to the internal energy market, and a cause for energy system inefficiency and higher electricity prices; Considers that one of the key objectives of EU energy policy is to stimulate competitive energy costs for the economy and citizens, and therefore calls on the Commission to establish binding targets for minimum cross-border transmission capacity and a clear time-frame for its deployment;

Recalls the conclusions of the 2002 European Council that set a non-binding electricity interconnection target of 10% of national installed production capacity to be achieved by 2005; stresses that the majority of Member States have not achieved this goal; believes that increased interconnection will facilitate cross- border trade and increase EU balancing capacity thereby resulting in more cost- effective integration of renewable energy.

Calls therefore on the Commission to include in its objectives for the 2030 framework for climate and energy a binding target, or set of targets, on electricity infrastructure interconnections based on an analysis of the comparative advantages of each Member State in the field of renewable energy and with a view to completing the EU 'supergrid' infrastructure linking North, South, East and West.

Notes that the leadership of the EU in renewables technology comes from innovation in manufacturing as well as fields such as system integration; recognises that, as a result of the adoption of binding targets for 2030, the EU will play its role as a competence cluster allowing the development of high quality cost-competitive products. This will benefit the internal market but also allow European companies to tap into growing third country markets thanks to EU's competitive edge. In the absence of an ambitious 2030 package, the EU risks losing its market and technology leadership.
