Points out that the use of a professional card also makes sense for professions for which there are no minimum training requirements valid throughout the EU and thus no automatic recognition arrangements; with that aim in view, considers that the Member States should lay down the requirements governing the eligibility to exercise professions and decide what, if any, compensation measures they will impose on professionals from other Member States;
