Implement an efficient sanctioning system which excludes budget lines aimed at improving the employment and social conditions of workers, in particular the European Social Fund (ESF) and the Globalisation Adjustment Fund (EGF)should include measures such as the freezing of EU appropriations from the structural, agricultural and cohesion fund and fines; Member States on which these sanctions were imposed would have to make good the frozen appropriations themselves, so there would be no detrimental effect on the end recipients.
