Maintains that part of the tariffs and tariff rate quotas assigned to EU products should be allocated to operators registered in the ORs, taking account of their economic situation; stresses that differential treatment for operators in the ORs is key to guarantee the competitiveness of businesses and the fair distribution of tariffs and tariff rate quotas among commercial agents by stopping benefits being restricted to a small number of operators;
