Believes that investment in infrastructure needs to be encouraged through stable and innovation-friendly regulatory frameworks, recognising that it cannot be achieved unless market-driven; recognises, however, that, in certain cases, key infrastructure may not be commercially viable, thus requiring public funding; stresses that any public funding must be used in such a way as to attain the best possible result with the least possible investment;
